How to Choose a PCB Supplier: An Evaluation Framework
Start From the Requirement
A supplier evaluation is only meaningful against a defined requirement. Before comparing quotations, write down what the board actually needs: the layer count and the stack, the material, the finished thickness and the tolerance, the minimum line width and spacing, the surface finish, the impedance and its tolerance, the hole sizes and the aspect ratio, the board size, the quantity, the delivery date and the acceptance standard.
That document converts a subjective comparison into a technical one, and it is also the instrument that protects the programme later, because it defines what a conforming board is.
Capability Questions
Ask each candidate which of the requirements it can hold as a routine production capability, not as a special case. A factory that can build a six layer board with controlled impedance but has never done it on the material specified is a different risk from one that runs that stack every week.
The specific questions worth asking are: what is the maximum layer count in routine production, what is the minimum line width and spacing, what is the maximum aspect ratio for a plated hole, which laminates are held in stock and which are sourced per order, which surface finishes are available, how is the impedance verified, what are the standard panel sizes, and what is the finished thickness tolerance. A capable supplier answers with numbers and with the process that produces them.
Quality System and Certification
The certification has to match the market. A general quality management system is the baseline, and the industry specific schemes matter for the products they govern: automotive, medical, aerospace and defence each have their own requirements. The certificate should name the facility that will build the order, and its scope should cover the technology being quoted.
Beyond the certificate, ask for the evidence that the system is running: the incoming material inspection records, the in process control data, the coupon test results, the impedance verification, the final inspection criteria and the traceability from the finished board back to the laminate lot. Technical Support
A supplier that reviews the design before quoting is worth a premium. The design for manufacture feedback, the stack-up proposal, the impedance calculation and the warning about a feature that is outside the process window are the contributions that prevent a costly iteration.
The test of this is simple: ask a technical question that requires process knowledge, such as how the desmear is adjusted for a particular laminate, how the impedance coupon is measured, or what the drill hit count is for the material. Capacity, Lead Time and Responsiveness
Ask for the standard lead time and the expedited option, and ask what fraction of the capacity is committed to regular customers. A plant that is fully loaded will extend the lead time at the worst possible moment.
Measure the responsiveness during the enquiry rather than accepting an assurance. How long does a technical question take to answer, does the reply address the question or restate the specification, and is there a named engineer responsible for the account. Commercial Terms
The unit price is only one term. Ask how the price is built up, what the tooling and the engineering charge cover, what the minimum order is, how a repeat order is priced and what the payment terms are. A price that is significantly below the others deserves a specific explanation rather than a favourable comparison.
The terms that protect the programme are the acceptance criteria, the responsibility for a non conforming lot, the replacement policy and the schedule commitment when a problem occurs. Those should be settled before the first production order, not after the first rejection.
The Pilot Order
No evaluation is complete without a pilot. Place a small order with the production design, and inspect it properly: the mechanical dimensions, the hole sizes, the plating thickness on a cross section, the impedance of a test coupon, the surface finish, the solderability and the appearance against the agreed criteria.
A first article inspection of that kind reveals more than a year of correspondence. If the supplier cannot produce the cross section data or the impedance coupon, that is itself the answer. Where the pilot is successful, the same board should be run again to check the repeatability, because consistency between lots is what a production programme needs. Red Flags
The warning signs are consistent. A supplier that will not name the plant that will build the order. A certificate that does not match the address on the quotation. Answers that restate the specification instead of addressing the question. A price that is far below the market without an explanation. No process data, no coupon results and no traceability. A change of account engineer with every enquiry. And, most expensive of all, an unwillingness to put the acceptance criteria and the non conformance policy in writing.
None of these is proof of a bad supplier, but together they describe a relationship in which the buyer carries all of the risk.
A Practical Scorecard
Score each candidate against the same weighted criteria: technical capability for this specific board, quality system and evidence, engineering support, lead time and responsiveness, commercial terms and total landed cost, and the traceability and documentation available. Weight the criteria according to the product: a regulated medical device weights quality and documentation heavily, a consumer accessory weights cost and lead time.
The exercise is valuable because it forces the comparison onto the requirements, and the winning supplier is usually obvious once the scores are on one page.
