How to Evaluate a PCB Design Company
Selecting a PCB design company is a decision that is difficult to reverse, because the design data, the conventions used to produce it and the reasoning behind the choices all live with the supplier. Changing supplier part way through a project is possible and it is expensive, and the cost is not only the new work but the reconstruction of the decisions that were never written down. Evaluating a company properly before the engagement begins is therefore worth more effort than the comparison of quotations usually receives.
Ask Who Does the Work
The first question is not about the company but about the individual. The design will be produced by one or two engineers, and their experience is what determines the outcome. A company with an impressive portfolio and a new graduate assigned to the project is a different proposition from one where the person who will draw the board has done it before in the same domain.
The second question is what they have designed. Experience in a similar product is worth more than experience in a similar technology, because the domain determines the constraints. A team that has designed medical devices knows the safety spacing and the documentation requirements without being told, and a team that has designed consumer products knows how to reach a cost target.
The third question is what happens when the person leaves. A design house that keeps its work in a shared system with defined conventions can hand a project to another engineer; one that keeps it on individual workstations cannot. The question is worth asking directly, because the answer describes the organisation rather than the individual.

The Design Review as the Real Deliverable
The most reliable indicator of quality is the review process. A design that has been reviewed against the circuit, against the component data and against the manufacturing capability has had three classes of error removed before the artwork is released, and those are the classes that produce prototype revisions.
The question to ask is what the review consists of, who performs it and what happens when it finds something. A company that describes a review as a check by the project engineer has described one person looking at their own work. A company that describes a checklist, a second reviewer and a recorded outcome has described a process, and the second is what produces consistent results across projects.
The capability question follows. Does the designer know the limits of the process the board will be built on? A design that specifies a line width below the capable minimum, or a stack-up that cannot be pressed, is a design that will be revised. A designer who works beside the manufacturing operation has those limits available while drawing; one who does not has to be told, and frequently is not.
Confidentiality and Ownership
A design engagement involves the customer’s intellectual property, and the arrangements around it should be stated rather than assumed. Who owns the design data, what the supplier may show as a portfolio example, how the files are stored and what happens to them if the relationship ends are all part of the agreement.
The practical test is the delivery of native files. A supplier who delivers only a PDF plot and a Gerber set has delivered the manufacturing data but not the design. A supplier who delivers the schematic, the layout and the library files in their native format has delivered something the customer can maintain, modify and take elsewhere. The second is more valuable and it should be stated in the agreement before the work starts.

Deliverables and the Release
A design is complete when it can be manufactured without a further conversation. That means the Gerber data, the drill file, the stack-up drawing, the bill of materials, the placement coordinates, the assembly drawing, the fabrication notes and the test requirements, all at the same revision and all consistent with each other. A set with a discrepancy between the artwork and the bill of materials is a set that will produce a question at the fabricator and a delay at the assembly house.
The release should also include the review record and the assumptions that were made. A design that assumes a particular finish, a particular impedance target or a particular connector series carries those assumptions into production, and writing them down removes the possibility that production makes a different assumption.
What the Comparison Should Include
Price comparisons between design companies are only meaningful when the scope is identical, and it rarely is. Whether the schematic is included, whether the layout is priced per pin or per area, how many review rounds are included and what happens when the requirement changes are all variables that move the number.
The useful comparison states the scope and the schedule together, and it includes the cost of a revision, because a design that requires a second prototype round costs more than the difference between two quotations. What to Ask About the Schedule and the Changes
The schedule question is more revealing than it appears. A supplier who states a duration without knowing the requirement is guessing, while one who explains what drives the duration in that class of design is describing the work they expect to do. The useful answer identifies the dependencies, such as the mechanical envelope, the component selection or the compliance requirement, and says which of them would move the date.
The change question follows the same pattern. What happens when the requirement changes part way through the layout, and how is that handled commercially? A change made while the design is open is normal and should be priced as an increment; a change made after the artwork is released is a revision and carries a different cost. A supplier who can describe that distinction has done this before.
The third question concerns support after the release. Who answers the questions from the fabricator and the assembly house, and for how long? A design is not finished when the files are sent; it is finished when the boards have been built and any discrepancy has been resolved. Quietly withdrawing after the handover is a common experience, and asking about it in advance is the way to avoid it.
Testing the Relationship
A design engagement can be evaluated in the same way as any other engineering service: with a small piece of real work, observed. A single board, or a review of an existing design, tells a customer more about how a supplier works than any number of portfolio pages, because it exposes the questions the supplier asks, the way the findings are reported and the speed at which the changes are handled.
The review of an existing design is particularly informative. A supplier who returns a list of specific findings with the reasoning attached has demonstrated that they read the documentation. A supplier who returns a general statement that the design looks reasonable has demonstrated something else, and the difference becomes obvious within a day.
Where the engagement continues, the working relationship follows the same pattern as the design itself. Questions that are raised early are cheap, and questions that are deferred become assumptions, and assumptions that are never confirmed become the reason a prototype has to be built twice.
