The questions that reveal the capability are specific. How long does a changeover take for a product that has been built before? How many different products can be in the line at one time? What is the smallest quantity that can be accepted economically, and what does that mean for the price per board? How are the stencil and the placement programme retained for a repeat order?

Engineering support belongs on the same list. Whether the design data is reviewed before production, whether the first article is verified and reported, and whether a concern about a footprint or a pad is raised at the enquiry stage all affect the schedule a customer actually experiences, and none of them appear in a price per placement.

A third area is the commitment on dates. The lead time that matters is the one for the quantity in question, together with the answer about what happens if the requirement changes.
