Getting an Accurate Quote for a Prototype Order
Two suppliers can quote the same prototype at figures that differ by a factor of two, and both can be correct. The reason is that a prototype quotation is not calculated from a price list; it is estimated from the data and the assumptions that accompany it, and where the data is incomplete the estimate has to contain room for the unknown.
An accurate quote is therefore a joint product. The supplier contributes the rate structure and the assumptions; the customer contributes the information that allows those assumptions to be narrow rather than wide.
What the Quotation Is Built From
The calculation begins with the placements and the material. The coordinate file provides the count and the classes of component, the bill of materials provides the parts and their availability, and the board data provides the size and the panel arrangement that will be used to process it.
Around those sit the one-off items: the stencil, the placement programme, the review of the data, the first article verification and, where the product requires it, the test method and the fixture. Each of them is created once for the product, and on a small quantity each of them is a visible share of the total.
What makes the estimate accurate are the answers to a small number of questions: is the revision final, is the bill of materials complete, is the material to be purchased or supplied, and what the deadline is. A quotation that has been given those answers can be tight; one that has not must assume.
Why the Same Order Costs Different Amounts
The differences between quotations usually come from four places.
The first is the product history. A supplier who has built the board before holds the stencil and the programme, and the preparation is largely done. A supplier who has not must create both, which is why the second order from the same supplier is cheaper than the first.
The second is the material basis. Whether the parts are bought, supplied, or partly supplied changes both the figure and the responsibility. Where they are bought, the surplus imposed by a minimum order quantity and the allowance for attrition are part of the total, and how those are treated varies.
The third is the scope. A quotation that includes the first article verification, the paste inspection and a defined test is a fuller offer than one that includes placement alone, even where the board is identical.
The fourth is the schedule. An urgent date consumes priority and is charged for it, and a quotation given without a date is a quotation for a different service.

The Engineering Fee and What Belongs in It
The one-off charge is the part of a prototype quotation that customers find hardest to evaluate, because its content varies. A clear quotation lists what it covers: the review of the data, the stencil, the placement programme and the first article verification.
Those items are worth paying for on a first order, because each of them prevents a mistake rather than merely describing one. The review finds the questions that would otherwise stop the line; the stencil determines the paste volume for every joint; the programme decides where every part is placed; the first article confirms all three before the batch is run.
What is worth questioning is a charge that is repeated. A second order for the same product should not require a second stencil unless the board has changed, and the programme should exist. Where those items appear again, it is reasonable to ask why.
Making the Quotation Valid
A quotation is an offer made under assumptions, and its quote validity depends on those assumptions holding. Where the material market moves, where a part becomes unavailable, or where the revision changes during the enquiry, the estimate can be overtaken by events.
The practical way to reduce that risk is to freeze what can be frozen. Confirm the revision that will be built, settle the bill of materials, decide the substitution rules and state the deadline. Where a decision is still open, saying so allows the supplier to quote with an explicit condition rather than a hidden one.
It is also worth asking what would change the figure. A supplier who can say that the price would fall at a higher quantity, or rise if the schedule were compressed, is describing the structure of the estimate rather than a number.

What to Send With the Enquiry
The data package for an enquiry is the same one that will be used for production, which is why assembling it early saves time twice. Fabrication data, the bill of materials, the coordinates, the panel arrangement if one exists, and the process notes.
Beyond those, three additions make the difference on a prototype. The list of devices that are critical or difficult to obtain, so that availability is checked before the quotation is finalised. The substitution rules, so that the price does not change when a part is short. And the requirements that follow the assembly, such as programming, testing, coating or packing, since each of them changes the work.
Where the product will be used in a demanding environment, saying so is also useful. A board that runs continuously in an enclosure justifies a different process and a different inspection from one used once for a demonstration, and the difference is worth pricing deliberately.
Comparing Two Quotes Fairly
The comparison becomes straightforward once the two documents describe the same scope. That means the same revision, the same material basis, the same list of operations, the same inspections and the same deadline.
Where those are equal, the remaining difference is price, and the decision can be made on the things that do not appear in either figure: the willingness to raise a concern at the enquiry stage, the speed of the technical reply and the records that will exist after the batch. Quantity Breaks and What They Show
Asking for the same board to be priced at two different quantities costs nothing and reveals where the money is. Where the figure barely moves between fifty units and a hundred, the preparation dominates and a second order will be far cheaper than the first. Where it rises in proportion, the price is dominated by placement and material and the quantity is the only lever.
That is useful information for a customer deciding how to place an order. It shows whether it is worth waiting to combine two requirements into one, and whether a change in the revision would cost more than the quantity would save.
It also gives a fair basis for comparing suppliers, since both are then describing the same two scenarios rather than one figure each.
Why does my quotation have a range rather than a figure? Because something in the data is still open, or because the material has to be checked. Both can be resolved before the order.
Is a repeat engineering charge justified? Only where something has changed. A second stencil or programme for an unchanged product is worth a question.
What most improves the accuracy of a quotation? A final revision, a complete bill of materials and a stated deadline. Each removes an assumption the supplier would otherwise have to make.
