Operator training decides how much of the shop’s process capability actually reaches the product. A process can be specified correctly, measured correctly and still produce scrap because the person running it was shown the task once, on a different machine, by someone who was also learning. A training program is not a set of presentations; it is a record of who can do what, evidence that they can, and a plan for the gaps. Fixing it usually improves production quality faster than any equipment purchase.

Start With the Skills Matrix

A skills matrix is a simple grid with the people on one axis and the tasks on the other, with each cell showing whether the person is untrained, in training, competent or able to train others. Its value is that it converts a general worry about skill levels into a specific list of gaps, which can then be closed deliberately rather than by whoever happens to be available.

The matrix should be built from the tasks that actually exist and not from job titles. Drilling setup, exposure, plating bath analysis, reflow profile adjustment, final inspection and packing each have their own skills, and a person who is excellent at one may be untrained in another. Keeping the matrix on the wall of the area it describes makes the gaps visible to the team as well as to the manager.

Defining Competence

Competency assessment should be based on observed performance rather than on attendance at a session. A person is competent at a task when they can perform it to the standard, recognise when it is going wrong and know what to do about it. Each of those three can be observed, and the observation can be recorded with a date and the name of the person who signed it off.

The standard used in the assessment should be the same document used in production, which is to say the work instruction or setup sheet for the task. If the assessment uses a different version from the one on the machine, the training is teaching something the shop does not do. This happens more often than expected when the instructions are revised and the training material is not.

Building the Training Record

A training record answers three questions for any person: what they have been trained on, who assessed them and when, and when the training was last refreshed. Records kept as a stack of certificates in a folder usually answer none of these, while a single sheet per person with the tasks listed and the dates entered answers all three in seconds.

The record also has a second use, which is legal and contractual. Customer audits ask for evidence that the people performing critical operations are trained, and a shop that cannot produce the record will be marked down whatever the actual skill level is. Maintaining the record is therefore not administration for its own sake; it is the evidence that the skill exists.

Delivering the Training

Most effective training in a board shop is done at the machine by an experienced operator, supported by a short written procedure and a checklist of key points. The trainer needs to be someone who is genuinely able to train others, which is a separate skill from being fast at the task. Recognising that difference is what stops the training from being whatever the trainer happens to do.

The key points should include the reasons for the parameters, not only their values. An operator who knows that a bake removes absorbed moisture will notice when a batch is loaded without one, while an operator who has only memorised the temperature will follow the setting and miss the condition. Understanding the purpose is what allows a trained person to recognise a situation the procedure did not foresee.

Refreshing and Multi Skilling

Training decays. A skill that is not used for six months is not a skill that can be relied on, and a refresher schedule should follow the matrix rather than the calendar. Tasks that are performed weekly need little refreshing, while tasks performed twice a year need a practice run before they appear on the schedule.

Multi skilling follows from the same matrix and has two benefits. It gives the shop flexibility when someone is absent, and it improves the process, because a person who has run two related steps understands the interaction between them. Both effects are large enough that multi skilling usually pays for itself before the training plan is finished.

Training and Production Quality

The connection between training and production quality is direct and measurable. Scrap codes that cluster around one shift, one machine or one operator are usually a training signal rather than a discipline problem, and the quality data will show the pattern if the codes are recorded honestly. Reading the defect data against the skills matrix is one of the most productive reviews a supervisor can perform.

The connection also runs the other way. When an operator understands why a parameter matters, they report problems earlier, because they can tell the difference between an unusual condition and a normal one. That early reporting is worth more than the defects it prevents directly, and it is the reason that training investment shows up as a general improvement rather than a local one.

Practical Rules

Build the matrix from real tasks, define competence as observed performance, and record every assessment with a date and a signature. Keep the standard used for assessment identical to the document used in production, and refresh the skills that are used least.

Read the defect data against the matrix and treat clusters as training needs rather than as individual failings. The purpose of an operator training program is not to produce certificates but to make the process behave the same way on every shift, and that consistency is what the customer is buying when they place a repeat order.

Process Control and Verification

On a design of this kind, competency assessment is the item that decides how the rest of the board is arranged. Where the requirement is not written down, the shop supplies its own default, and the default is chosen for the process rather than for the design. The measurements that matter are the repeatable ones: conductor width and spacing, annular ring, finished hole size, plating thickness and surface finish are all verifiable on a coupon that travels with the panel.
