PCB Manufacturing Cost Per Board: Quantity, Layers and Charges
The Number Everyone Wants and Nobody Can Give Simply
Cost per board is the question every project starts with, and it is impossible to answer without three other numbers: the layer count, the material, and the quantity. The same board can cost 6.50 US dollars or 1.20 depending only on how many are ordered, and a change from two layers to six can double the figure again.
This guide sets out the price bands, explains what moves the number between them, and lists the charges that are typically left out of a first quotation.

Cost Per Board by Quantity
- Prototype, 10 to 20 boards: 3 to 10 US dollars per board, with setup and tooling spread across very few units.
- Mid volume, 100 to 1000 boards: 1.50 to 4.00 per board, balancing flexibility against cost.
- Large volume, above 10,000 boards: 0.80 to 2.00 per board, where the fixed costs are fully amortised.

What Moves the Price
Layer count. Two layer boards run roughly 1 to 3 US dollars, six layer boards 6 to 10, and twelve layer boards above 10. Each layer adds material, lamination and drilling, and raises the registration difficulty for every layer beneath it.
Material. Standard FR-4 is the least expensive option. Aluminium backed substrates, ceramic and engineered high frequency laminates cost more, and on a high frequency design the laminate can be the largest single element of the board cost.
Board size and thickness. Larger outlines consume more material and reduce the number of boards per panel, so the cost rises faster than the area does. Non standard thicknesses add a lamination setup penalty.
Design complexity. Microvias, fine line widths and controlled impedance all require tighter process control and reduce yield, which is reflected in the price. Blind and buried vias in particular add process steps that are charged for.

Quantity in Detail
The relationship between quantity and unit cost is not linear, and understanding its shape helps with planning.
- Prototype quantities: 3 to 10 US dollars per board, where tooling and setup dominate.
- Mid volume: 1.50 to 4.00 per board, where the setup is diluted but material is still bought at list price.
- Large volume: 0.80 to 2.00 per board, where material purchasing, panel utilisation and process stability all improve together.
A concrete illustration: a four layer board at 500 pieces lands near 2.50 US dollars per board, and the same board at 10,000 pieces lands near 1.20. The saving comes from three mechanisms, not one. Tooling is spread further, material is bought at volume discount, and a stable process produces less scrap.
Regional Comparison
- China: 0.80 to 3.00 US dollars per board, covering both prototype and volume quantities, with the deepest supply chain.
- United States: 5 to 12 per board, driven by labour and environmental compliance costs.

The spread between the lowest and highest regional price is larger than the spread between two quotations inside one region, which is why sourcing geography is a bigger decision than supplier negotiation on most programmes.
The Charges That Are Not in the Unit Price
Five items commonly appear on the invoice but not in the headline figure.
- Tooling and setup: typically 50 to 200 US dollars per batch, which falls heavily on small orders and becomes negligible at volume.
- Surface finish: hot air levelling is the cheapest option, while ENIG adds 0.20 to 0.80 US dollars per board.
- Test and inspection: functional test runs around 50 to 200 US dollars per batch, which again concentrates on small orders.
- Special processes: controlled impedance, blind and buried vias, and high density interconnect add twenty to fifty percent to the board cost.
- Freight and duty: a per shipment charge that is small at volume and significant on a prototype order.

A Worked Example
Take a four layer FR-4 board, 1.6 mm thick, with the same outline in each case.
- Prototype, 10 boards, ENIG finish: total around 65 US dollars, or 6.50 per board. The finish and the setup dominate the price.
- Mid volume, 500 boards, hot air levelling: total around 1250, or 2.50 per board.
- Large volume, 10,000 boards, hot air levelling: total around 12,000, or 1.20 per board.
The progression shows where the money actually goes. The unit price falls by a factor of five from prototype to volume, and roughly half of that improvement comes from fixed charges being spread rather than from cheaper fabrication.
Reducing the Cost
Four measures work, and they are specification and planning decisions rather than commercial ones.
- Design for manufacture. Simplifying the layout, removing unnecessary microvias and reducing layer count is worth twenty to fifty percent on a complex board, because complexity is where the process cost sits.
- Panelise the design. Fitting more boards on each panel reduces material waste and improves the effective price per board without changing anything else.
- Order at volume. The single most effective measure, worth a factor of three or more between prototype and production quantities.
- Choose the manufacturer deliberately. Sourcing from a region and supplier whose cost base matches the requirement produces savings that no amount of design work can match.
The one caution is that chasing the lowest price on a prototype usually costs more later. A board that needs a re-spin because the fabricator could not hold the tolerance has already consumed the saving. How to Get a Comparable Quote
Six items should be supplied together: the Gerber and drill data, layer count, board dimensions and thickness, copper weight and surface finish, quantity, and required delivery date. With those, a quotation can be returned the same day and compared directly against another supplier’s.
