PCB Shelf Life Management Guide
PCB shelf life is the period during which a finished board remains solderable under defined storage conditions. It is not a single number, because it depends on the finish, the packaging and the environment, and it is not a property of the laminate alone. Managing it is a stock control exercise with a technical basis, and a product that ignores it will eventually run a batch of boards that will not wet.
What Limits the Shelf Life
The finish is the primary factor. An organic solderability preservative degrades by itself, while a gold finish is essentially inert and lasts far longer.
The second factor is the copper underneath, because any finish that is porous allows the copper to oxidise through the pores. An oxidised pad cannot be wetted however good the finish looks.
The third factor is the environment, since humidity and airborne sulphur compounds accelerate the degradation. A board stored next to a rubber floor or a vulcanising process is a board with a shortened life.
The fourth factor is handling, because a fingerprint leaves salts that corrode the finish and that are invisible until the board is in the oven.
Typical Limits by Finish
An organic preservative is the shortest, with a shelf life measured in months in a sealed bag and a working life measured in days once the bag is open.
Immersion silver and immersion tin are in the middle, with a life of several months. Silver tarnishes in the presence of sulphur, and tin forms an intermetallic layer with the copper until the tin is consumed.
Hot air solder levelling is a solder surface and it lasts a long time, with a life usually quoted in twelve months or more. The surface is thick and it tolerates handling well.
Immersion gold over nickel is the longest, and a board with this finish can be stored for a year or more with little change in solderability. The finish comparison gives the figures that the suppliers quote.

Storage Conditions
The temperature and the humidity are the two variables that matter, and a controlled store is usually held below thirty degrees and below sixty per cent relative humidity.
The packaging is the second control. A moisture barrier bag with a desiccant and a humidity indicator card keeps the board dry and shows whether the bag has been breached.
The bag has to be sealed, and a bag that is folded or clipped is not sealed. The indicator card is what makes the state of the bag visible without opening it.
The store should also be free of the contaminants that attack a finish, which means no sulphur bearing materials, no acid fumes and no dust. A store next to a plating line is a store that shortens the life of everything in it.
Stock Rotation and Records
The date of manufacture and the date of packaging should be on the label, and the stock should be issued oldest first. A first in first out rule is the simplest and the most effective control.
The record should show when a bag was opened, because the working life starts at that moment and not at the date of manufacture. The two clocks are different and both matter.
A board that has been out of the bag for longer than its working life should be treated as suspect and either used immediately or baked where the finish allows it.
The record should also show the finish and the batch, so that a problem can be traced to a supplier or a process rather than to the store.
Verification and Recovery
The way to check the state of a board is a solderability test on a sample, and it should be run on any batch that has been in stock for a long time.
The test is a wetting balance or a dip and look method, and it produces a pass or fail that is far more useful than an opinion about the appearance of the pad.
A board that fails can sometimes be recovered by a light abrasion or a stronger flux, but both change the surface and neither is a production solution. A failed finish is a scrapped board in most cases.
Baking is used for moisture rather than for solderability, and it can make a finish worse by oxidising it. The two problems should not be confused.

Design and Purchasing
The finish choice should consider the storage time between fabrication and assembly, which is a purchasing question as much as a technical one.
A product that is built in small batches over a long period should use a finish that lasts, even at a higher price, because the alternative is a batch of scrapped boards.
A product that is built continuously and quickly can use the cheapest finish, because the storage time is short.
The order quantity should match the consumption rate, since a large order at a low price is not a saving if half of it is scrapped a year later.
Practical Rules
Label the date of manufacture and the date of bag opening, and issue stock oldest first.
Keep the boards in a sealed barrier bag with a desiccant and an indicator card, and treat an opened bag as a change of state.
Test a sample of any batch that has been stored beyond half of its quoted life, and record the result.
Choose the finish for the storage time that the programme actually has, not for the time that the schedule assumes.
