Revision and ECN Handling in Production

An engineering change is easy to define and difficult to land. The design change is usually the simple part, while the work is in the board revisions in stores, the assemblies already built, the tooling that references the old version and the documentation that several departments hold in different places.

The ECN is the instrument that manages that work, and its value depends on three things being unambiguous: what changes, when it takes effect and what happens to the material that already exists.

What an ECN Has to State

The change notice should identify the affected documents by revision, describe the change, and state the reason. The reason is what allows a later reader to understand whether the change is still appropriate.

It should also state the effectivity, which is the point from which the new revision applies, expressed as a date, a serial number or a quantity of boards. Without that, two departments will use two answers.

Effectivity and Cut In

A date based effectivity is simple and can leave a batch half converted, while a serial number based effectivity gives a clean boundary but requires the units to be individually identified. The choice depends on the traceability in place.

The tooling review is the part of an ECN that is most often incomplete, because the tooling is owned by a different department from the design. A checklist of tooling items is worth more than a general instruction.

Documentation and Revision Marks

The revision should be visible on the board, on the drawing and in the records, and the three should agree. Where the revision is marked on the copper, a coating can hide it, which is why the marking position is part of the drawing.

Work instructions, inspection programmes and packaging specifications should be updated at the same time, since an instruction that references a superseded drawing is a defect source.

Communication

The change should be communicated to everyone who touches the product, including the fabrication and assembly suppliers, the test department and the warehouse. A supplier who is not told will build to the drawing they hold.

The communication should include the effectivity and the disposition of existing material, since those are the two items that a supplier needs in order to react. A notice that describes the change without them creates a query rather than an action.

Verification of the Change

The first unit built to the new revision should be verified against the change, with the result recorded. Where the change affects a tested parameter, the test limits may also need updating.

Where the change is significant, a first article inspection is appropriate, following the same discipline that applies to a new product.

Reversing a Change

A change that is found to be wrong has to be reversed, and a reversal issued as a new ECN rather than as an informal instruction. The record of both changes is what allows the history to be understood later.

Where material was scrapped for the original change, the reversal does not recover it, which is an argument for staged implementation on a change that carries uncertainty.

Records

The ECN file should retain the notice, the approvals, the effectivity, the dispositions and the verification result for the life of the product. Where a field failure raises a question about a revision, that file is the answer.

The records belong with the product documentation described in the design release package, and they should be retrievable by revision rather than by date.
