Operator Certification and Training

Operator certification is the mechanism that connects a written procedure to a person who can actually perform it. Where certification is meaningful, it is based on observed work rather than on attendance, it is specific to the process and the product class, and it is renewed. Where it is not, it becomes a wall of certificates that tells a customer nothing about whether the work will be done correctly on a Tuesday afternoon.

What Certification Should Prove

A certification should state the scope of work the holder is approved to perform and the evidence on which that approval was based. For a hand soldering certification, that means the ability to produce acceptable joints on the relevant package types, assessed on real components rather than on a practice board that has been used a thousand times. For machine operation, it means the ability to set up, run and recover the process, including the first article check and the response to an alarm.

The scope should be narrow enough to be meaningful. A certificate that says the holder may operate the assembly line is weaker than one that lists the specific machines, the products and the tasks involved. Scope also makes reassignment easier, because a person can be qualified for a new station by extension rather than by a fresh certificate. Quality requirements usually define the standards the assessment is measured against.

The Skill Matrix

The skill matrix lists the people against the tasks and shows the level of each combination: not trained, trained under supervision, certified, or certified and able to train others. It is the tool that makes the certification scheme work in practice, because it allows a supervisor to see whether a shift has the coverage it needs before the shift starts. Without it, planning depends on memory, and the gaps are discovered when somebody is absent.

The matrix should be visible rather than confidential. People want to know what they are qualified for and what the next step is, and a visible matrix turns training into a progression rather than a compliance exercise. Assessment Methods

Assessment should combine knowledge with observation. A short written or verbal check confirms that the person understands the standard and the reason for it, while a practical assessment confirms that they can meet it under normal conditions. The practical element should use the same equipment, the same documentation and, where possible, the same product as the real job, because a demonstration performed under artificial conditions predicts very little.

The assessment should have defined acceptance criteria and a record of what was observed. Where the person does not meet the standard, the result should be additional practice and a re-assessment rather than a pass with reservations. That discipline is what gives the certificate its meaning, and it is also what makes the certification useful to the person, since it identifies exactly what to work on. Training That Sticks

Training delivered once and never revisited decays. Short refresher sessions, held at intervals and focused on the defects that have actually occurred, keep the standard alive and connect it to the work. A session built around a real defect from the previous month is far more memorable than a general lecture on soldering theory, and it also demonstrates that the data collected on the line is being used.

Training should also cover the reasons behind the rules. An operator who understands why a nozzle is cleaned on a schedule, or why a component is stored in a dry pack, will notice when the condition for the rule has changed. Someone who has only been told the rule will follow it until it becomes inconvenient. Work instruction design and training content should be developed together for that reason.

Rework Authorisation

Rework deserves its own level of certification, because it is more difficult than assembly and carries a higher risk of causing damage. A person authorised to rework should be able to identify the correct method for the defect, recognise when a board should be scrapped rather than repaired, and document what was done. That combination of judgement and skill is not acquired by general assembly experience alone.

Where rework is authorised, the level should be recorded in the skill matrix along with the package types covered. Area array rework, for example, requires equipment and technique that are entirely separate from through-hole rework, and a general authorisation would be misleading. Tracking the rework performed by each authorised person also gives the supervisor a way to see whether the training is being applied. Quality records capture the outcome.

Keeping the Scheme Alive

Certification decays in two ways: the person’s skill fades if the task is not performed regularly, and the process changes while the certificate stays the same. A practical scheme handles both by requiring a minimum activity level for recertification and by triggering reassessment whenever the process, the equipment or the product changes significantly. A certificate dated five years ago for a machine that has since been replaced is worse than no certificate, because it implies a capability that does not exist.

The records should be simple enough to maintain and specific enough to be credible. A list of people, the tasks they are certified for, the date and the evidence is usually sufficient. Where a customer or a standard requires a formal training record, the same data can be presented in that format, which means the work is done once rather than twice.

Training New Operators

A new operator should be introduced to the process in a defined order: the standard and why it exists, the equipment and its controls, the documentation and the checks, and then supervised work on real product with progressively less intervention. Rushing the sequence to fill a shift gap produces an operator who can run the machine but cannot recognise when it is producing bad work, which is the more expensive failure to discover later.

Pairing a new operator with an experienced one for the first weeks is the most effective method, provided the experienced operator is certified to train. Not everybody who performs a task well can explain it, and the ability to teach should be recognised in the skill matrix as a separate level. Where the pairing works, the new operator inherits judgement as well as technique, and that is difficult to deliver any other way.
