PCB Design Outsourcing: When an In-House CAD Team Is Not the Answer

The most common arrangement in a small or medium hardware company is that the hardware engineers do the layout themselves. The reason is understandable: they know the circuit, they are available, and the layout tool is on the same workstation. The consequence is that a specialist task has been added to an already full schedule, and the schedule is the first thing that suffers.

What the Layout Task Now Includes

The work that lands on the hardware engineer is no longer drawing connections. A modern board may need a signal integrity study of a memory or serial interface, a timing analysis of a bus, a power integrity check of the plane impedance, and an assessment of the board and the assembled product against EMC requirements. The design density has risen as packages have shrunk, so the same engineer is working with fine pitch escape routing, controlled impedance, and a stack-up that has to be agreed with the fabricator.

Each of those is a discipline with its own tools and its own body of experience. A single engineer can be competent in all of them, and the time to be competent in all of them while also designing the circuit is not available. The usual result is that the circuit is developed well and the layout is finished late, with the checks reduced to whatever could be run in the remaining time.

The Case for Keeping It In-House Anyway

There are good reasons to keep some layout capability inside the company, and they are worth stating before considering the alternative. Someone inside the organisation has to be able to read a layout, comment on it and take responsibility for the electrical result. Someone has to make the small changes that follow a prototype build, because sending each of those to a partner is slower than doing it. And someone has to own the libraries, because a library is a company asset that accumulates value over years.

A company that gives all of that away becomes unable to judge the work it commissions. The arrangement that works is a small internal core with the responsibility, plus the capacity to scale up when the schedule demands it.

The Difficulties of Building a Team

For a company that has decided to build a CAD team instead, the obstacles are consistent and mostly organisational.

Recruiting is difficult because the skills cannot be assessed from a resume. Many engineers know one or two layout tools; far fewer have taken a dense board from a netlist to a released, working product. Interviewers without layout experience cannot separate the two, so the hires that succeed are often the ones that were already known to someone in the company.

Motivation is difficult for a different reason. Layout is a support function on most projects: the schedule pressure arrives late and the credit arrives elsewhere. An engineer who joined from a company where layout was a recognised speciality may find the local environment unsatisfying, and the engagement that a crunch period requires is exactly what is missing.

Utilisation is the structural difficulty. A product programme needs a large team for a few weeks and almost nothing for the following months, and peak workload cannot be solved by hiring and releasing. A team sized for the peak is idle most of the year and costs money; a team sized for the average misses every deadline in the peak.

Keeping the team current is the fourth obstacle. The tools, the packages, the fabrication capabilities and the design techniques all change, and a small team has to spend time keeping up with all of them. That time is a real cost and it is invisible in any project budget.

What a Design House Provides

Its capacity is shared between customers, and its staff work on the same class of problem repeatedly, so the process is established rather than invented on each project. An external team can work in parallel with an internal one, so the layout can start before the schematic is frozen and be updated as the design settles, which is impossible when the same engineer does both tasks in sequence. The selection criteria that matter are narrower than a portfolio page. Ask for experience in the specific domain: a partner who has designed radio boards may never have routed a 12-layer memory stack, and the reverse is also true. Ask how the review gates are defined and who signs the release. Ask how the partner handles design data, confidentiality and the ownership of the libraries created during the project. Ask how revisions are controlled after the artwork has been issued.

Once the project starts, three arrangements keep it working. Keep the schematic and the component decisions in-house, so the connectivity has one owner. Define the review gates in advance and treat them as binding, because a review that happens after the artwork is released is a redesign. And agree a single point of contact on each side, so that decisions are recorded once.

The interface between the two teams is a data package, and the quality of that package determines how much the arrangement costs. A design that arrives with its netlist, its library parts, its design rules and its mechanical constraints is quoted accurately and produced predictably, which is the same discipline that our design and layout team expects from an incoming project. The arrangement that most companies converge on is a small internal core plus external capacity. The internal team owns the libraries, the design rules and the data package, and handles the small adjustments that follow a build. The external team carries the scheduling peaks and the specialist analyses.

That division also answers the objection about knowledge. The internal team keeps the knowledge of why the board is the way it is, which is the knowledge that a service organisation cannot supply, while the external team supplies the capacity and the technique.
